GOB wanted to increase revenue. He knew that term meant "make more money," so he was all for it, so he was trying to make a list of possible promotions.
When his third choice was "Have Five Drinks in Ten Minutes, Get Ten Minutes With a Whore FREE!" he realized that this wasn't the best night to try to be creative. It would cut off a large percentage of the female population. Plus, something else could be cut off by a ninja for suggesting the ladies at the Sin do something for free.
