It was far too warm to be hanging from a harness attached to the railing of the top of the tower, hanging over a hundred plus foot drop, wearing a shirt. That's why Tully was doing his work topless.
And...maybe there was the vague hope that some pretty ladies would happen by and see him.
Bracing himself with only one leg while letting the broken one hang free was easier than he'd thought. And after several days of this, the railing and decking was looking rather spiffy.

She shielded her eyes, glancing up again and hoping she hadn't seen what she had. She had, and old dudes not wearing shirts didn't fit into her enjoyment of the pretty men on the island.
