Jessica was still stewing over what she put together yesterday. SHIELD was still trying to make supersoldiers. Sure. Fine. That's what they did, and that's how they put together the Ultimates in the first place. There was the frog and the scorpion or whatever that story was. If you know that SHIELD is going to jab a stinger into something, you can't get that mad when it does.

But finding out that they had contracts with Roxxon to create those supersoldiers? That was the scorpion telling the frog, 'Oh, hey, bee tee dubs? I also stung your family on my way out here.' Roxxon was definitively, provably evil, and her bosses were in bed with them.

So with it being a slow day at the shop, Jessica grabbed a notepad and started writing up a list of ideas for bringing Roxxon down hard now that she knew SHIELD was involved with them. She was having trouble getting past #1 on the list, though: "Remind Director Chang that they are EVIL." She just had trouble with the fact that there needed to be a #2 on that list.
