There had been a scheduling mishap with the armor cleaning company the troopers used. That's why the troopers were sitting around in sweats, tank tops, and in Ralph's case boxers. Jessica decided to show solidarity with her underdressed coworkers by taking off her jacket.

It might not have seemed completely fair, but Jessica had done her laundry yesterday without a service.
