Steve had gotten ambushed by the Bee Lady on his way into the office and had managed to lose her by taking a few quick detours through back alleys and also a rose bush.
So he was a little late (well, for Steve, which was still ten minutes early) and a little annoyed, and that was why the Troopers were currently out running laps.
Maybe they'd run into the Bee Lady, too!
The Trooper Station was open.
