Steve wasn't moping around just because a new friend had left to go back home. Don't be ridiculous. He was making the Troopers run laps because a new friend had left to go back home.
It was much more productive. Well. For the Troopers, not for him. His productivity was limited to moving the paperwork from his desk to Danny's and labeling it with "VERY IMPORTANT FOR DANNY ONLY" post-it notes and signing them with obnoxious happy faces.
The Trooper Station was open and clearly very emotionally mature.
