After the meeting between Prue and Cole, Phoebe wasn't really sure how the meeting between Victor and Cole was going to go. However, Victor wanted to be a part of her life now, and he needed to understand that there were people in her life he would have to accept.
He wouldn't have to like everyone, but he would need to know about them and accept them in her life.
Seeing his reaction to Cole would also show if he meant everything he said.
"Love, relax. It's not like he can vanquish you," she said to Cole as they walked down the hallway to Victor's room.
