There were very few adults on the island right now to deal with all of the children. As a responsible adult, Stark felt like he needed to make sure that the suddenly small residents of the island were happy. And possibly full of sugar.
So here he was at the ice cream shop(possibly accompanied by a very small Travis?) prepared to provide as many ice creams as necessary to as many newly tiny residents of Fandom as wanted them.
[Open but with the disclaimer that I'm going to the movies for the first time in 2.75 YEARS so I'm going to be gone for a few hours from like 11:20 to 2 EST. But I wanted to set up Stark spoiling tiny children because he loves to do that. Tag in, I will return, and please feel free to cause weetiny chaos amongst yourselves!]
So here he was at the ice cream shop

She didn't actually say anything, because apparently, without the influence of her parents, she was just going to be a weird little goblin child this time around, but she was there and she had ice cream, what more did you want?

With that, she gave a lingering, thoughtful look at his face (well, his mask) before all eyes were on his ice cream
assuming he had some omg."What kind did you get?"

Maybe about other things. He didn't know much about tiny Summer.
"I got a sundae. With lots of whipped cream. And chocolate peanut butter ice cream."

And then, after a thoughtful look and a tilt of her head, she added, "I bet if you put peanut butter and strawberry ice cream together, it would almost be like a peanut butter and jelly sandwich..."

He would get the whole tiny population of the island sugared up if left unchecked.
"Unless you have enough ice cream already."

"So, yes, we should try it. Peanut butter and strawberry, maybe with whipped cream and sprinkles. Do you think...maybe, they could take two cookies and put the ice cream between them," she demonstrated helpfully by squishing in her hands, "so the cookies are like the bread!"

So, Kurt had been bamfing in and out around the streets of Fandom and eventually found himself outside what seemed to be an ice cream shop. So, obviously, he had to go in to get some.
"Oh wow!" he said as he walked in, eyes going wide as he looked around.

He looked at Summer and gave her a grin. "I'm Kurt Wagner," he said.

"I'm Summer," she offered back. "Summer Smith. Are you going to get blue ice cream?"
